Un equipo antiterrorista del FBI y un agente encubierto son asignados para interrogar a un musulmán, quien asegura haber plantado 3 bombas nucleares en distintas ciudades de Estados Unidos. Usando extremos métodos de interrogación, H atenta contra la fuerza de Yusuf para que revele las ubicaciones de las bombas. Durante el interrogatorio luego se involucra la agente especial Helen Brody del FBI, quien desaprueba los métodos utilizados por H. Con el tiempo en su contra, los agentes tendrán que decidir hasta dónde están dispuestos a llegar para encontrarlos.
