Kane (Steven Seagal) y su equipo estan en contra de una nueva ola de criminales, una sociedad de personas que tratan de organizar y revitalizar las formas de segregacion, un grupo que se llama, la “Nueva Esperanza”. Con Radner (Warren Christie) sobre el caso y el secreto en la “Nueva Esperanza” compuesto, Mason (William Stewart) tiene que seguir la volatil Julieta (Meghan Ory) bajo control despues de fiscal de distrito, Lisa Clayton (la estrella invitada Tia Carrere) no para condenar, Kenneth (Fulvio Cecere), un violador en serie sospecha. La escalada continua cuando el equipo descubre que los veteranos de guerra ex Kane y compañero francotirador, Bird (Ryan Robbins), que esta sufriendo de estres post-traumatico, es sospechoso de matar personas inocentes por medio de rifle de francotirador.
